Solar panels are WEEE

GOV.UK guidance confirms that photovoltaic (PV) panels are electrical and electronic equipment and places them in their own WEEE category. When panels are removed from a roof, solar farm or commercial site and discarded, they become WEEE and can be collected for recycling.

What solar panels are made of

Most panels in use are crystalline silicon panels. By weight they are mainly glass, with an aluminium frame, a polymer backsheet, silicon cells, copper wiring and a junction box. Thin-film panels use different materials but follow a similar layered construction.

How panels are recycled

Recycling begins by removing the aluminium frame and junction box. The remaining laminate is processed to separate the glass from the cells and backsheet. Glass, aluminium and copper can be recovered, and silicon and other metals can be extracted from the cells through further treatment.

Why panel recycling is growing

Panels typically last for 25 years or more, so many installed in the early years of large-scale solar are now approaching the end of their working life. Panels are also replaced early after storm damage, during repowering of solar farms or when buildings are refurbished, which adds to the volume needing collection.

Damaged and working panels

Cracked or broken panels can still be recycled. Panels that still work but are being replaced may be suitable for reuse, depending on their age and condition.

Inverters and associated equipment

Solar installations also include inverters, controllers, cabling and sometimes battery storage. These are electrical equipment too and can be collected alongside panels as part of the same business collection.
